Film Development Fund
- The Film Development Fund (FDF) was first set up by the Government in 1999 to support projects conducive to the long-term development of the film industry in Hong Kong.
- In July 2007, the Government injected $300 million into the FDF, and expanded its scope to finance small-to-medium budget film productions.
- The FDF is administered by the Secretariat of the Hong Kong Film Development Council (HKFDC), which is set up under the Create Hong Kong, Commerce and Economic Development Bureau.
Objectives
The FDF aims to fund projects and activities which contribute towards the development of the Hong Kong film industry, including:
- providing limited funding support for small-to-medium budget film productions;
- enhancing efforts to promote Hong Kong films in the Mainland and overseas;
- enhancing initiatives to train talents in the various aspects of the film production and distribution; and
- enhancing the interest and appreciation of Hong Kong films by the local audience.
Eligibility for Application
- Applicants should be film production companies, film industry organizations or related bodies which have been registered in Hong Kong.
- Applicants for FDF for financing film production should normally have produced at least two films in the past ten years for commercial theatrical release in Hong Kong. Applicants who do not meet this criterion should engage a film director or individual film producer who meet this criterion.
Conditions of the Projects
- For applications in respect of film production financing, the film projects:
- must be in the form of a full script to produce a feature film intended for commercial theatrical exhibition in Hong Kong with a production budget of not more than $12 million;
- should be identifiable as commercially viable and have secured some form of third-party financing, for example, 50% of production budget;
- must constitute at least 50% of the main cast and film crew1 who are Hong Kong permanent residents; and
- must be capable of qualifying for obtaining a certificate for public exhibition under the Film Censorship Ordinance (Cap. 392).
- For applications in respect of other film-related projects, the projects:
- must be beneficial to the overall development of the Hong Kong film industry;
- must serve the interests of the entire film industry, and not just an individual private company or a consortium of private companies; and
- should mainly be non-profit making in nature.

Contractual Arrangements

(1) The major cast and film crew include the following 5 categories - i) film director; ii) individual film producer, iii) scriptwriter; iv) leading actor; and v) leading actress. A category will be regarded as "local" if there is at least one Hong Kong permanent resident employed in the category. To meet the conditions of granting fund, at least 3 categories should be "local".
