Explosives and Pyrotechnics

Use of explosives and pyrotechnic materials, which are collectively known as pyrotechnic special effects materials (PSEM) under the Entertainment Special Effects Ordinance, to produce entertainment special effects is subject to a discharge permit issued by the Entertainment Special Effects Licensing Authority (ESELA). Any person who uses these materials is also required to obtain a special effects operator licence issued by ESELA.

All applications for the production of special effects using PSEM and for the special effects operator licence can be forwarded to Special Effects Licensing Unit, Create Hong Kong, Commerce and Economic Development Bureau. (See also 'Customs and Excise' requirements)
