The Government Property Agency has recently completed a review of the charges for location filming on Government premises and decided to revise it. With effect from 1 April 2010, the new charging rate is $4,610 for the first four hours and $1,060 for each subsequent four-hour block. If extra Government personnel or equipment is required to take part in the filming, the actual cost plus overheads will be charged.

The abovementioned charging rate is calculated on a cost-recovery basis, and is applicable to current Government premises made available for location filming under the management of various government departments. For enquiries, please contact us.


The Hong Kong Police Force has recently completed the review of the trial scheme for 'Hire of Police for Intermittent Traffic Control for Location Filming' implemented in 2006. With immediate effect, the trial scheme is put into full scale implementation. Filmmakers intend to hire police officers for controlling vehicular traffic flows at intervals for location filming should submit the completed application form to the Film Services Office at least 14 working days in advance of the filming. The minimum hiring period is two hours and subsequent hiring periods will be calculated on a half-hourly basis. The charges include the staff cost and full cost of transport used to convey the officers from and to their station and the filming location. With effect from 1 August 2008, the standard charges for location filming at Government vacant land/buildings under the management of Lands Department is $3,920 per application for one location up to one month. Any application for extension of the approved filming period is treated as a new application and considered on a case-by-case basis. The Hong Kong Film Services Office is a member of Association of Film Commissioners International (AFCI) since 1999. AFCI is a non-profit educational organization whose member film commissions provide location filming support for TV, film and video productions within their jurisdictions throughout the world.

This year AFCI recommends its members to collect information about location productions in their areas with a view to knowing the economic benefits that locations productions have brought to the community. AFCI has prepared a 'Location Production Expenditure Report' for this purpose. Your support means a lot to us. Please fill in the report for each production. If there is lane/road closure for location filming, traffic advice for temporary traffic/transport arrangements may be announced for the interest of the public. Applicants should notify the FSO at least 48 hours in advance of the filming on whether the lane/road closure will be carried out. With effect from 2 May 2006, applications for parking of filming vehicles on public roads (other than designated parking spaces) are required to be submitted 5 working days in advance of the filming (the same requirement for processing applications for use of parking spaces on public roads). Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA VI)

The Central People's Government and the Hong Kong Special Administrative Region Government agreed on 9 May 2009 further services liberalisation under CEPA. Under Supplement VI to the CEPA, the Mainland will introduce 29 liberalisation measures covering 20 service sectors.

Supplement VI to the CEPA provides two liberalisation measures for the audiovisual service sector as follows:

  1. to allow Hong Kong service suppliers to provide videos and sound recording (including motion picture products) distribution services* in the Mainland in the form of wholly-owned operations, and
  2. to allow post production of domestic films (including co-productions) to be processed in Hong Kong after obtaining the approval of the State Administration of Radio, Film and Television on applications initiated by the principal production entity in the Mainland.

The abovementioned measures to be implemented on 1 October 2009 will help the local industry further open up the Mainland market and work in tandem with Government's policy of encouraging the further development of the local film industry.

* In undertaking distribution services in the Mainland in respect of videos and sound recording products, Hong Kong service suppliers should comply with the relevant laws, regulations and requirements of the review system in the Mainland.


Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA)
Third Phase of Trade Liberalization (CEPA III)

The Mainland and Hong Kong signed the main text of CEPA on 29 June 2003 and its Supplement on 27 October 2004 (CEPA I and CEPA II). As CEPA adopts a building-block approach, the Central People's Government and the Government of the Hong Kong Special Administrative Region entered into consultations regarding further trade liberalization between the two places in mid 2005. After months of continued and intensive exchanges, the two sides reached agreement on the third phase of further trade liberalization measures (CEPA III) on 18 October 2005 in Hong Kong. The new liberalization measures of CEPA III have come into full implementation since 1 January 2006.

CEPA III provides more benefits for the audiovisual service sector. These include (i) to allow Hong Kong service suppliers to establish wholly-owned companies in the Mainland, each of which may construct and renovate more than one cinema theatre at more than one location for the operation of film screening business, (ii) to allow the Cantonese version of motion pictures jointly produced by Hong Kong and the Mainland and produced by Hong Kong to be distributed and screened in Guangdong Province, after obtaining the approval of the relevant Mainland authorities, and (iii) to reduce the required percentage of ownership of a Hong Kong film by the Hong Kong film company concerned from more than 75% to more than 50% to enjoy the quota-free benefit.

Audiovisual service suppliers that meet the eligibility criteria of Hong Kong service suppliers (HKSS) can apply to the Trade and Industry Department of the Hong Kong Special Administrative Region for the Certificate of HKSS under all phases of the CEPA. Hong Kong receives award at overseas film expo (16.4.2006)

The Film Services Office has been awarded the Second Prize in the Marketing Excellence Awards in Booth Theme at the 21st Annual Global Expo, "Location 2006", at Los Angeles, USA.

Organized by the Association of Film Commissioners International, the three-day exposition attracted more than 270 exhibitors representing its 300 members from 39 countries. It is designed as a "one-stop shop" for locations and location services from film and television industries.

The Hong Kong booth attracted more than 220 visitors, most of whom were Hollywood studio executives, independent producers and location managers. There appeared to be considerable interest among Hollywood producers to select Hong Kong as a filming location for their next projects.
